The new health insurance tax credit in the New Internal Revenue Code (Code or IRC) §45R is to help small, for-profit businesses and tax-exempt organizations (estimated to be four million in number) that primarily employ low and moderate-income workers. Ninety five percent of employers with 50 to 100 employees offered health insurance in 2009, but only 46 percent of those with three to nine employees and 72 percent of those with ten to 24 employees did so.
